Veterinary Training Institute Managing (KEVEVAPI) Director Geoffrey Kiprop and head of procurement George Koigi were on Tuesday morning charged with abuse of office.
The two are accused of giving out 70 acres of the institute’s land in Limuru without following the law.
Geoffrey Kiprop Mutai,the Institutes managing director and George Koigi Ndungu, the head of supply chain management appeared before a Milimani Senior Principal Magistrate Lawrence Mugambi and denied the charges.
Mutai was accused that on January 20, 2014 at the Institute Headquarters within Nairobi County, used his office to improperly confer a benefit to Mr. Justus Kigen by executing a contract allowing him to utilize 70 hectares of the institutes land at Limuru before undertaking tendering process.
They were jointly charged with failure to comply with applicable procedures and guidelines relating to procurement contrary to the law.
The court heard that on similar dates and place, jointly failed to comply with the law relating to procurement by failing to undertake open tendering or alternative procedures before awarding Mr. Justus Kigen the said contract.
The defense requested for a favorable bond terms on the grounds that they are not a fright risk as they were senior officials of the said institute.
The Magistrate directed that they be furnished with the copies of the witness statements.
The two were ordered to execute personal cash bail of Sh 300,000 each .
The case will be mentioned on June 16.
